Yes I don't believe in race exceptionalism especially considering that pretty much everyone was on the same level of intellectual & developmental output prior to the industrial revolution. Blacks are more dumb on average because their culture drags them down imo, the same reason why subsaharan Africa is hopeless. As Mao has demonstrated, you can easily change cultures over the span of 50-or-so years, but there is no willpower to do so.

For instance, I think if the blackest maasaï tribesman was raised properly, with good healthcare, and enjoyed proper education and good nutrition, they would be able to reach a decent IQ level.
