Nah, she started scamming with Neo-Pets. She legitimately was addicted to the high of it as well as the feeling of having power over people. She was always self-absorbed with low empathy, and her drug addictions just made everything 10x worse. Classic BPD, and I heard they are hesitant to diagnose that in teens so that's likely the real reason she didn't get one. Bianca was the same and had the same actions.

There's some UK lady who is diagnosed BPD who is a lifelong con artist spending years in prison despite being the daughter of some rich banker. BPD are just fundamentally broken.

There's a difference between someone normal who is on hard times and has to be taught and get over their problems or addictions, versus a broken person who will never improve. Ciara was the latter.
