Okay, you're right, it's not the default. I tested it just now by pulling up random neocities blogs and adding random strings of text to the end of the link. What I noticed is that all of the not found pages were still unique despite those links not existing on the site, so there must be some 404 text file kept around. This means that Ken's neocities technically still exists as an account, but everything except the 404 splash has been deleted.
