Both I'd say? To be an effective manipulator you definitely have to be smart, at least people wise. And nobody who wasn't a manipulator would actually manipulate others, so it very much is part of her nature as much as she tries to deny it. Funny thing about her is that she thinks herself incapable of being a manipulator lol. So as a consequence she doesn't think some of the shit she does is actual manipulation. Many such cases!
