Impossible. It's clearly on the home page:

Firstly if a user here is 15 year old, that person shouldn't be here.
Second, a person on site can only be harassed if they shed their anonymity, clearly declare themselves, and keep coming back to the site despite getting mean comments and feeling bad about it. For users to know that a person is 15 year old, that person should claim they are 15 year old in the first place. Then they would get banned and wouldn't be on site anymore.
Due to the anonymous nature of imageboards any troll can claim that they are X person and they feel bad about the mean comments. This cannot be moderated.
A photo of a person is not harassment. Even "mean" (eg. "fat", "ugly", "kys", etc.) replies to the post containing a photo is not harassment. Especially not legit criticism.
