Tshuva and Tadmor were central figures in the same Israeli offshore-energy network. Tadmor helped bring Tshuva into energy exploration; Tshuva's Delek and Tadmor's Avner subsequently worked closely together; their network partnered with Noble Energy (later Chevron) to develop some of Israel's largest offshore discoveries; Tadmor later took much of that experience into Navitas, which now controls 65% of Sea Lion.
