To add to this OP, if you have access to your networks router, you can also find the setting "Clone MAC Address", set the MAC to +1 whatever it is, and save.

This will restart your router, and your ISP DHCP server will see a new MAC address and hand you a new public IP. It is by far the fastest and most reliable method.
