As most governments (justice branch) only punish who does not follow their laws, immoral (not recommended) actions are almost guaranteed to exist on Earth (and possible similar places) as they are not punished properly. Therefore systematic corruption appears as good people have to do more work (to expend more time thinking, energy/resources to avoid immoral actions) than evil people (sometimes they even corrupt their governments); so, evil easily prevails (at least temporarily) on most parts of Earth (and that's why Earth is still Hell). As an example: Big companies get corrupted as they only need to follow the Law enough to destroy their competitors, so they got even bigger and corrupted until monopoly happen.
