There is nothing illegal about homemade firearms, as long as they follow all of the other normal firearm laws. The catch is that you can't make them with the intent to sell.
I figure they would probably have to reclassify what constitutes a "firearm". Right now it's only 1 piece of the gun, usually the lower receiver.
It's unenforceable. You can 3D print AR and glock receivers. You can also literally make an AK receiver out of a sheet of metal, so I really don't know.
