Well it's a way of pouring money into economy which doesn't look like a handout but actual spending on something which is in demand. Ofc some people will be richer during the process, maybe even slip some of that wealth into a couple of govt. functionaries' pocket.
Btw the article says Hungary needs to inoculate 600-700 thousands of people to make the thing work (and they already registered for it). In a country of 9 million isn't that much.
