This could potentially worth an investigation. I'm pretty sure some stuff was written about this (handling western material and influence by Soviet culture politics) in Hungarian.
Elsewhere on this board I mentioned from 60s-70s we had the official policy of the 3T (TTT = Tilt Tűr Támogat = Prohibit, Permit Forbear/Tolerate , Promote), and if something can be accessed by the people, it was sure that was allowed to exist with the knowledge of the tovarishes upstairs, and they had a reason to do that. There were stuff which were technically illegal, but still fell into the allowed/permitted category.
