It says turns Dominions are acted all at once, so I assume it's not too different.
I never had the time to play HIS. The rules aren't too complicated, this being a board game, and the rulebook is very detailed and includes examples. What I do is understand the gist of it and look up specific rules while in play; you don't need to keep all country-specific rules in mind.
