They did not certify the machines on the day they claim they did. They actually inspected days later, for 3 days. They found 260 failures and did nothing knowing Kari's voters use voting machines.
To me, this is the definition of a 'rig' knowingly using broken machines that would rob one opponent. At the same time knowing that your candidate is a shoe-in because you manufacture all the ballots needed for your candidate.
