Vampires on Earth need to have red energy to stay, those with only white/green are considered permanently insane and will be disposed of, those are not allowed.
Some occultists working for vampires have white/green energy, we are not talking about them, they are not vampires, their lifespan is not prolonged by vampire magic or blood.
Vampires who lack any tone of red in their energy has no contact with the vampire egregore of magic and cannot be controlled, they are rabid. This includes "fake" vampires who consume human blood directly into the vein or use other cannibalistic means without first having transformed themselves using legit vampire tradition or other demonic traditions. These means are not allowed, they cause degeneration of the human mind and body, they stop being humans and become "trolls", lower beings. Their DNA is now different.
The same rule applies to humans receiving blood transfusions from another person; this is not allowed. If you want to perform an operation and need extra blood, you should tap and store your own blood in a personal blood bank in advance. This is the only allowed method.
