Technically you could cast it any turn you don't perform another action; however, if we think about it, wizards have access to powerful triggers later where you can store up to 3 spells, but it has a long casting time, certainly not possible during battle. So the trigger I allowed was an accommodation to the play-by-post format in case the rothe decided to turn toward you since I hadn't decided on that or rolled for the taunt yet.

Firstly, I'm not counting jumping down as part of that but you still need to climb up unless you can jump up.

In your case 4ft total which is passible for this area, so we don't have to worry about that. Let's see how far you need to go: The rothe is ~80ft away, you only need to close a 20ft gap but you can move 30ft. So you're short 10ft to get back up onto the raised area, but you'll be out of range of the rothe. You can cast in the middle of a movement and then complete the movement. The rothe can only dash 60ft, so you could move within range, cast and then move safely out of its range before the end of your turn. Even if you're not on the raised level, you would be safe, the rothe can't attack more then 5ft, so if you're 10ft away, you're still safe, but it wouldn't be a Dash move, so you don't have to worry about casting either.
