Sounds harmless compared to my not-magic shenangians. I haven't looked into necromancy rules so I don't know how this is supposed to work.
Are summons supposed to be infinitely stable? One option would be to give them a chance to randomly disappear each turn. Otherwise you'd just summon a wasp every turn because why not and play for time until you have 50 and then zerg rush everything. So yeah, that rally thing sounds like a good idea.
Another option would be to limit control per level. You can only control a limited number per turn according to your level and the other summons will just defend (or randomly do something stupid).
