Anecdote from a radio reporter from here who worked in China:

When you arrive at the airport you have to step inside a booth where they photograph you in 3D, this is used to track you via streetcams everywhere. He once crossed a street with no traffic, walking against a stop light. A few min later he got a notification on his phone with a $60 fine (more than a month's salary for a Chinese factory worker).

A westerner probably stands out there, but still. That's how effective it is.
