For the first word if 13% is a character that gives us
=16T/2U×2(13%)4(13%)
U×2U×4°ᵣ=14(13%)
The 4 between the two 13% must be a character too
=16T/2U×2(13%)(4)(13%)
U×2U×(4)°ᵣ=1(4)(13%)
U× must also be a character since anything larger would cause conflicts of characters sharing symbols

(U×)2(U×)(4)°ᵣ=1(4)(13%)
2 must also be a character since it is between two others

The first word now has more than letters conflicting with >>16796. My assumption that characters can't share symbols must be wrong.

Ok. I realize that I have made this super hard to solve. Now I have circled the letters.

Ux45°r in this case X isn't multiplier, r is direction 45 is in degrees. When you tilt U by 45 degrees what does it resemble?

Nah, rotate U by 45 degrees to the right and you get something that resembles letter C

13% refers to the black population of US, 4 resembles A, 6 resembles e, Ux2 when you put two U's together you get a 0 looking shape or o looking shape. = and I together form a H
