From the contents of the ftp server given as a reward I believe the person doing the puzzles is Tandin Wangdi.
If Tandin Wangdi is the guy, he'll bail and there will be no further puzzles, because further puzzles would confirm to us it's him.

If the puzzles continue rule him out.

I've found a link between Raven and Water issues in the Bhutan region.
Raven is an author cited in research into Bhutan rivers and dumping vehicle wash.
