yea I'm not really an expert on this subject but GPT-n is a basis, a driving engine if you will and Griffin/Dragon are AID specyfic, fine tuned models trained on CYOA and fanfics, Dragon being hella bigger

I don't know exact difference between GPT-2 and GPT-3 but I have GPT-2 locally (it's about 6 GiB) and takes several couple seconds to answer with ryzen 5 3600
It's a mystery to everybody because OpenAI isn't open source at all, lol, but from what I read in /aidg/ it'd be extremely difficult to fit and run GPT-3 on current gen consumer tier hardware
