The IP is banned when you select the post of a user you want to ban, with the tick box in the upper left corner of their post.
Most moderator actions are taken from this single menu.
Deleting the post.
Deleting the file.
Banning the user.
Or, editing the post.
You can select a single IP, or an IP range. Though, I have found the range bans don't really do anything.
