So first the Shadow Government, the CIA abuses of laws intended to protect genuine whistle-blowers. Then they use the laws to attempt to remove Trump via a coup. Then they target and attack real whistle-blowers via Darpa. Then they get the rigged candidates whom they place into Congress via elections fraud to change the law, protecting the CIA abuse of the whistle-blower laws, protecting their criminals such as CIAramella who is helping them run the coup. So if they change the laws, they will be doing so to protect their criminals and attack, target true patriots and true whistle-blowers. That is what this is all about.
