You are completely confusing a moderator ban with a firewall block. When you get a traditional chan ban for posting rule-breaking content, the site's database flags your IP, shows you a specific ban page with an expiration date, and sometimes lets you lurk/download depending on the codebase. No one is arguing against that.
But you aren't seeing a ban page. You are seeing a Cloudflare web application firewall (WAF) block. Cloudflare is a third-party security proxy sitting right in front of the imageboard. Your connection didn't even reach the site's database to check if you are banned or not; you got filtered at the front door because your network signature looked like a malicious script or a ddos bot.
The reason you see this screen while other people get a 404 is because of Cloudflare's Super Bot Fight Mode or custom firewall rules set by the admin. When Cloudflare flags an automated request or a blacklisted proxy/vpn ip, it doesn't just block everyone the same way: 1- it serves a hard block screen (the one you got) to specific ips flagged for malicious activity. 2- it serves a stealth 404 error or generic connection drop to other flagged ranges to trick bots into thinking the site doesn't exist.
You are completely locked out of viewing or downloading anything because a security robot thinks your ip is a script trying to scrape or crash the server. It has nothing to do with a janny banning your posts. Even if you actually managed to get yourself blacklisted, literally just reset your router to force a new IP, use your phone's 4G mobile data, or just borrow a relative's phone to access the board. Fix your connection and you'll finally look like a human to the firewall.
