In USA you can face either STATE or FEDERAL charges. States tend to just throw every conceivable charge at you to see what sticks, whereas Feds are much more serious and careful and have an absurd conviction rate. They only bring charges if they know they're gonna win. In the 80's they reformed the parole system and did away with early parole in the Federal system, meaning you do at least 80% of your sentence. In contrast, State is more lenient and you can get out on parole much earlier, so you might only do 50% or less of your official sentencing.

Which is why her dodging more serious charges that might be 7, 10, 20, years, is a big deal. Bitch might have been looking at a solid decade in the pen without a chance out.
