Just downloaded the CiaraMega.rar pack linked in OP, and am rather disappointed.
Btw, can someone confirm it's hash?

1. 9,5% of pictures, 155 out of 1631 are some kind of visually similar duplicate in different (lower) resolutions with metadata added/stripped and probably compressed along the way, some were downloaded from Imgur judging by filenames. I used Czkawka, a marvelous piece of Polish software to find these dupes. A few (2 or so after quick skimming) pictures are unrelated to Ciara, but were probably added for stylistic similarity.

2. Everything is dumped in one place, it could have been organized into folders: Instagram posts (per each account of which Eliza had almost a dozen), chat logs, original webcam pics (Photo on), family, derivatives and reaction pictures, etc. I'm damn sure, a big lot of pictures are video screenshots posted on r9k as reactions, these of low priority to clean archival.

3. Videos are no better: a bunch of original content (I pray hope not sourced from YouTube "archival" re-uploads), a bunch of soundless webms, a few fan music videos, utterly useless "upscales": tech gets better every month, and it's optimal to keep the most original rip instead of upscale which could be mistaken for original in the future.

4. TikTok scrape lacks a hugely important feature: timestamps in any form (filenames, file or filesystem metadata). Now it's rather hard to understand continuity.

The 'Eliza r9k' torrent seems to structure content better: everything is sorted in folders per website she posted on. I seriously expected this archive to be exact, since the size is around 10GB for both.
