There don't seem to be any constraints tied to frequency of downloads, there is a 1-time link option, and there is normal one. To upload more than 1 GB you need an account. Files uploaded without account could be deleted sooner, I've witnessed that.

I've seen live links go as far as 2011, but have no idea how long the site will exist into the future, it's been online longer than any current popular ones though.
