If such thing happens, it's just the ruler being hypocrite or minarchist. And me, being minarchist would only take taxes from bussiness leader thta currently have employees or someone who needed a public service in cases of urgency
an example:

>the minarchy inmediately pays for it, since they own the money, the most powerful media and technologies
>anon is taxed by paying the loan to the state as long as he has a job
>if he cannot find a job, the state gets him into a labour camp for non-convicted individuals
>when the debt ceases, anon returns to being untaxed
