No, you can change nearly all of the board's settings. The only things you can't do as a volunteer are manage the board's assets (custom css, flags, spoilers, banners), manage filters, add or remove other vols, and delete the board. There are no other settings or privileges that you would have access to as board owner that you don't currently have. You already have the power to ban users even though you've said repeatedly that you don't. I suggest you learn how to use endchan.
