Generally. However distance to the shops isn't too much bother for someone who can easily afford the fuel when they've found a perfect spot to park their caravan for months without being hassled no matter what condition they make the place.
The place i'm camping at tonight is 'expensive' ($10/n/pp, rather than per-vehicle) and has active enforcement from the Community org that runs it, and so I've had a very pleasant stay so far..
