just the fact that some people are above the law and others are below the law already seems pretty lawless to me. i guess what you mean is the enforcement of violence against the poor people might break down.

do they have friends from the outside though? it seems like they are already their own government class hellbent on abusing the people to protect their wealthy owners and i would never befriend someone this corrupt, broken and brainwashed. thinking back to covid times makes me wonder if there is already a separation between the enforcers and the people to the point that they don't consider the people part of their species anymore and thus feel justified to inflict any evil order on them. if they got the order to exterminate random peasants they would, they wouldn't hesitate. covid made that clear. they would kill their own countrymen if they dissented because they would be too scared to get on their mafia bosses bad side.
