I don't know what her plan is but I think she could help her make friends and get to know more people so she learns what healthy relationships look like.

You've got a point here. Nothing has really changed for the better so far.
Change needs to happen but I think it's difficult to control whether the outcome will be good or bad. Hence why I'd be careful with drastic actions.
Either way, I don't think any of us can influence this anyway. Or what's your plan?
