Locked? The only country that locks stuff are the Slovenians, but we always had German tv and those of our neighboring countries available in the old cable days. Digital tv just extended the range of countries and secondary channels and none is blocked. I can watch the tour on 3 Swiss state television channels (one for each language), France 2/3, Rai 2/Sport, ARD or Eurosport Deutschland.
