Like animals, some naturists believe that is natural/acceptable to be naked at all times at any age. Meanwhile in some Arabic country, women must wear clothes all over their bodies when they are in public. But in most countries, governments enforce to people that at least they should cover their genitals when in public and women also should cover their breasts.
We don't find nudity immoral on its own (per se), it depends on intention/context/cultural things. At the moment, we don't have any specific eternal rule about nudity.
