"Actual" is in relation to potential as in what's manifested, expressed, actualized. Psychologists claim the people need to be self actualized but they confuse the divine unmanifest potential will with the mortal manifest actual/active will that's actively and consciously doing things. Self actualization is not self liberation/emancipation from all that which is false. Just because one "actualize" their "potential" doesn't mean that they've achieved "enlightenment", for the whole free will verses deterministic will argument is in and of itself a false duality. Coming to know from the top down perspective before doing what absolutely divinely necessary must be done is not the same as any regular active will, neither is it reactive will (reactive will is reactionary, immediate stimuli response, like slapping a mosquito that sucks your blood without giving it a second thought). Not much people have experienced that moment when they have solved something that no one else had understood, which schools should had been a place where people could experience that without everything being fed the answer to them beforehand which degrades learning into mere memorization.
