To me it seems like a tactic similar to gangstalking, where it seems innocuous to anyone who isn't affected. But people in the neighborhoods that this is taking place have been describing it as "aggressive" and "hostile." And it's strange how a number of articles popped up to explain it away. If it's nothing out of the ordinary, why publish an article at all?
