From both Romaji and Jisho, when used as a suffix, seems to agree with your "end of the end" take, but they also seem to agree that there's more to it than that, and is pretty much contextual. "End of the end" sounds pretty cool to me, and that sorta agrees with what we might call an apocalypse, or "end of the world". Except try explaining the nuanced difference between "Armageddon", "Apocalypse", "End of the world" to a non English speaker, too.
For added fun, explain the word "Revelation" to them, and how it also means all of the above, and then some. :^)
