So essentially with an attack into the crisis-triangle could have turn off and/or endanger the industry moved along the Volga, then a push into the Ural could have the potential to disable about half of the rest. And the rest was divided and far from anything, and too little to change anything important.
Personally I think they still could have been used to drag out the war, maybe engage the German attention enough to prevent them a buildup in west to create an invasion force against Britain. But this speculation just a "what if" scenario of another "what if" scenario.
