I have some theory about it. Genre born in late 80s - early 90s, mostly as soundtracks for games. In these times even mainstream music was rock-like (pop-music was rock-influenced, like Bonnie Tyler or such). Metal (especially power and thrash) was mainstream non-pop music that everyone, including game programmers, listened. So, it was music that they want to have in their games, but they've had only restricted 8bit as tool.

So, genre born as attempt to make rock/metal while having only limited abilities. Another example are soundtracks of DOS games like Doom - it is also has metal-like structure and style, only instruments differ. Or Command & Conquer (Klepacki, composer, did metal versions of them in 2019 and they are very similar to original).

So, maybe if that genre would be born now, we'd have cloud-rap-styled chiptune (oh god).
