These songs mostly a folk reaction to events, not official propaganda that was strictly controlled by state. Of course you couldn't sing purely antisoviet songs openly, but there were no way to suppress negativity, especially in late USSR where everything gone wrong.

Relations of society and army in USSR (and Russia) are very specific because nationwide conscription, but this is pretty large thing to discuss in this thread. Almost everyone had some relation to army (everyone at least know someone who served in army, often having some relative who serves right now). So every big military engagement produced large impact on society, especially when there are casualties and rumors (USSR censored much about Afghan, so there were plenty of countrywide negative rumors). Chechnya was even worse.
