So we have this thing the limited utilities cost (gas, electricity prices), which helps to keep living expenses lower. Now this isn't a viable model anymore because for all the govt. spending, and rising energy prices, they can't support people. But one of their campaign promise and effectively a mantra of theirs is to "defend the overhead cuts", they can't just abandon it willy-nilly. So they come up with a genius idea.
They will charge the full market price in case of those who consume more than the average. Not for the whole consumption luckily, but for the part which goes beyond the average.
Ok.
Now imagine you have to pay more because of this. You don't want to pay more so you start cut back. In fact, not just you, but probably most of the over-consumers, because it is really hard strike on many. So a bunch of households gonna start consume less.
This will lower the average...
However not just they won't get closer to the average (although their bill will be lower, still ridiculous), but others will fall above the line. They too start to cut back on their consumption.
