It's simple theft as I see it. They are making money on EU tenders by overpricing a project. Sometimes they even build less than promised, or build it very bad quality. For example this project above, they promised some additional recreation facilities, and with that comes a pair of toilets. The wooden "sheds" are there but there is no toilet in them - while the official papers say the project is finished.
It was a cashgrab.
There is another project in the same area on the name of the local parliamentary delegate Fidesz which looks the same but at least it has trees around.
