Endchan has Admins, Board Owners and Volunteers. Admins ban for Global violations:

If BOs aren't paying enough attention or are busy. There is no Volunteer here and one BO. One "mod" in other words. It's a slow board. More aren't needed. If you read through this very thread, you'll see Tor spam has been going on from 2018 to 2022.
