Havana Syndrome was reported first in 2016. Americans have been harmed, most notably in Havana and Moscow. However, Regenstein states the attacks have occurred around the globe in 15 other countries. Regenstein seems to confirm in his reporting that several specific examples of national security officials have "been strangely afflicted even outside the White House," including National Security Council staffer Olivia Troye in 2019. Troye told her story on a CBS 60 Minutes episode as follows: "It was like this piercing feeling on the side of my head, it was like, I remember it was on the right side of my head, and I got like, vertigo. I was unsteady, I was, I felt nauseated, I was somewhat disoriented, and I was just, I remember thinking, … don't fall down the stairs. You've gotta find your ground again and steady yourself … The "piercing feeling" lingered as she walked by an entrance to the West Wing."

Two other expert witnesses, Christo Grozev and Lieutenant Colonel (Ret.) Greg Edgreen also testified about the history of silent weapons allegedly used on Americans through the years. Both witnesses testified to the decades-long development and use of such weapons by Russia. Edgreen explained:

"Most people think this all started in Havana in 2016, the widely reported "Havana Syndrome," consisting of mysterious health incidents impacting foreign embassy staff living in Cuba. This led to the U.S. withdrawing most of its embassy staff and suspending consular services in 2017 while ending rapprochement between Havana and Washington.

Those attacked reported a range of conditions, including debilitating migraines, perceived sounds, dizziness, vertigo, fatigue, nausea, anxiety, cognitive difficulties, and memory loss. Some started to develop rare cancers, tumors, and heart conditions despite no pre-existing or genetic conditions over time. In some cases, diplomats and intelligence officers were forced to leave active service due to complications from their conditions. Early reports were dismissed as psychosomatic or cases of mass hysteria.

Before Havana Syndrome, there was the Moscow Signal. From the 1950s to 1970s, Soviet intelligence bathed the U.S. Embassy and diplomatic quarters in Moscow with microwave transmissions every day. The health effects were similar to what we see today. Again, the survivors were accused of mass hysteria and told nothing about the causes of their symptoms until the government finally informed the staff in 1976 at a confidential meeting. The 5G microwave weapons are now in use by multiple corrupt governments today including in the US, Russia and China.
