I'll be frank, we won't implement that kinda change in the board software. Perhaps we wouldn't be able anyway. Our sysadmin/dev is looking into updating the whole engine, he has a couple of ideas, which will either give more moderation tools, or give a way to create new ones easier.
If you are a BO you probably know your userbase, their regular posting hours. You might wanna turn captcha on when you don't expect traffic from the regular/normal users.
We know a spammer targets several boards on Endchan, he does it for the same reason every idiot on imageboards does, he is bored, he wants to get entertainment and attention. I suggest ignoring his bullshit as much as possible.
