I have no doubt there was considerable "cooperation" between state gov't and the PG&E lobbyists.
The second reason is to show the states power over you. "Fire protection" is a pretty arbitrary reason to put people in the dark, remove their heating and cooling, spoil their food and make them dependent on government at government's whim.
This is related to the attack on the Ham radio volunteers who have formed a backup communication service in the event of natural disasters for decades. If they can remove them we will then be completely dependent on whatever comms (((they))) deem appropriate. We see what is spewed by the MSM, the efforts to muzzle free speech on social media, the de-platforming of free speech boards and personal and physical attacks on persons willing to speak truth to power in public.
Antifa is about stifling free speech, among other things. They are part of a multi pronged attack on freedom of thought and communication all the way from the Soros paid street thug to the governor's mansion, and sometimes the White House.
