This isn't the worst idea, but with a proliferation of proxies and VPNs you wouldn't know. There's absolutely 0 problem for a person to get an American flag unless you start banning VPNs like 4chan does. But even in this case some (groups of) people will be able to evade that - those groups that you want to expose - and impersonating as different is what they excel in. And all that while some people who really want to be anon, but don't have resources, will be exposed.
