Rand Paul helped pass that law right after Trump was elected that prevented Trump from firing any of Obama's appointments to the SES, out of 8,500 SES appointments Obama appointed just over 7,000 and Obama had to waive FBI background checks to get the many appointments in a short period of time.
SES has more power than Trump's presidential appointments.
