Lil Papa was a scarecrow, like Manafort. He was hired to be a fat strawman target for bad actors to go after Trump, that is my guess. He turned out to be much smarter than he looked to them. They thought they could blow smoke up his ass and use him to get at Trump, but he was 1-2 steps ahead of them all the time.
