Victoria Nudleman Nuland and her husband Richard Kagan are both Ukrainian jewish extraction - most likely their jewish families were sent there to the Pale of Settlement to farm. Enraged that they were expected to do actual labor, most took the generous grants given by the Russian govt and fled West to New York. They have never forgiven Russia for that indignity, and Trotsky took his "ten thousand Yids" from NY back to Russia to exact their revenge as the Red Terror and Cheka.
