Another thread to add: after the 2016 election, Hoffman (together with Soros) was actively involved in the anti-Trump conspiracy. Hoffman and others financed Fusion GPS, Christopher Steele (after the dossier was already debunked) who gave the evidence to the Senate Intel Committee you refer to below.
The mechanism was Dan Jones's (Sen Feinstein's former staffer) Democracy Integrity Project.
I believe Hoffman was introduced to Jones by Jake Sullivan and Podesta, who after Hillary lost the election transferred their donors to this new anti-Trump project.
